Senior Leadership Team

West Calcasieu Cameron Hospital’s (WCCH’s) commitment to excellence is furthered by the visionary leadership of its Senior Leadership team. The team is comprised of eight leaders that provide oversight to various aspects of hospital operations, as well as play key roles in facility strategy and implementation. Please see below for a detailed description of each of the individuals that comprise this team.

Janie Doucet Frugé, FACHE, assumed the role of Chief Executive Officer in July 2013. Prior to serving as Chief Executive Officer, Frugé served as Chief Nursing Officer/Vice President of Patient Care at the organization. She holds a Bachelor of Science in nursing from McNeese State University and Master of Science in business administration and nursing from the University of Phoenix. In addition to serving the hospital in her current capacity, Frugé also serves on the Board of Directors for the Calcasieu Medical Society Foundation, as well as the Chamber SWLA Alliance. She has been with WCCH since 2001.

Jobie James, MBA, serves as Chief Financial Officer. She provides administrative oversight to the hospital’s patient financial services and finance departments, in addition to admissions, physician services/clinics, physical medicine, and health information management departments. Prior to serving in her current capacity, she served as Assistant Chief Financial Officer and Chief Financial Officer for two Community Health Systems affiliated hospitals. She holds a Bachelor of Science degree in accounting and a Master of Business Administration degree from McNeese State University.

Christi Kingsley serves as Chief Human Resources Officer. She directs all aspects of Human Resources for the hospital and provides administrative oversight for organizational training and development, environmental services and Dynamic Dimensions Fitness Centers. She holds a Bachelor of Science degree from Louisiana State University and has been with WCCH since 1995.

Mike Klenke serves as Chief Information Officer. In this role, he provides vision and leadership for the development and management of information resources and technology to support the hospital’s strategic goals and priorities.  Mike has over two decades of experience in healthcare technology with a total of 30+ years in the information technology field. He has been a member of the West Calcasieu Cameron Hospital team since 2012. 

Robbin Odom, MSN, BHA, RN, CPHQ, CPPS, HACP, LSS, serves as Chief Nursing Officer (CNO). As CNO, Odom is responsible for organizing and administering the nursing care and associated patient care departments according to the hospital’s mission and vision.  She began her nursing career as a registered nurse in 1991 and has since successfully served in various senior leadership roles, including Interim CEO, during her career. Odom holds a bachelor's degree in Health Administration from Kennedy Western University and a master's degree in Nursing from Walden University. She is currently a member of the American Organization of Nurse Executives, the Louisiana Organization of Nurse Executives, the Louisiana Hospital Association, and the National Association for Healthcare Quality. She has been with WCCH since 2021.

J.W. Peloquin, BSRT (R)(N) serves as Chief Facilities Management Officer. He is responsible for construction and facility projects and provides administrative oversight to the hospital’s plant operations and cardiology departments. He also leads all hospital safety initiatives. He is responsible for ensuring compliance with regulatory agencies, in addition to directing, planning, and managing all renovation projects, new construction, and land purchases. Prior to serving in his current capacity, Peloquin served as Radiology Director. He is a graduate of McNeese State University and holds a certification in nuclear medicine from Baylor University in Houston. He has been with WCCH since 1996.

Thea A. Tran, BSN, MBA, CPHQ, CPHRM, CPPS, serves as Chief Quality & Compliance Officer. Tran works closely with hospital management, physicians and employees to develop and manage organization-wide plans and programs for the ongoing evaluation and assessment of quality, safety and customer satisfaction. In addition, she manages all risk management, compliance, section 1557 and ethics programming adherence and development. Tran has over 20 years of healthcare management experience. She holds a Bachelor of Science degree in Nursing and Master of Business Administration degree from McNeese State University.  Additional competencies and certifications include: Six Sigma Green Belt, Certified Professional in Healthcare Quality (CPHQ) and Certified Professional in Healthcare Risk Management (CPHRM) and Certified Professional in Patient Safety (CPPS). She has been with WCCH since 2018.

Matthew Welsh, MS, MA, serves as Chief Marketing & Community Impact Officer. Welsh directs the planning, development and management of organization-wide programming for all marketing, foundation, diversity, equity and inclusion (DEI) and business development efforts, ensuring the delivery of high-performance results to support business objectives. He provides overall strategic direction for marketing and community impact efforts while championing the organization’s focus on developing and implementing collaborative solutions that achieve organizational DEI goals. Welsh holds Bachelor of Science and Master of Science degrees from McNeese State University and a Master of Art degree in Strategic Communication & Digital Strategy from the University of Oklahoma.
